Report on the year from May 2006 to the Parish Assembly 24 April 2007.
The WCA exists for the benefit of the people of the Parish, working with the object of improving the conditions of life for the people. This common effort aims to advance education and to provide facilities in the interests of social welfare, recreation and leisure-time.
The WCA, with help from Westfield Parish Council, Rother District Council and East Sussex County Council, provided the community hall in 1984. ESCC provides 70% of the running costs whilst the WCA contributes 30% of those costs plus all the facilities and equipment inside the hall. The school children use it as an assembly and sports hall during school time and for community use at all other times. The equipment is there for all to use.

In September 2005 the replacement of the kitchen and dining hall was handed over to the school and community but there are still outstanding 'snags' with the building work that remain to be corrected. The dining hall is available to the school during the weekdays for their mid-day meals as well as other daytime activities. It is available to the community at all other times. In addition, the community now has a full kitchenette and more storage facilities in the main hall.
The access route to the main entrance to the halls has been reinstated by the construction of a pathway from the playground. The temporary measure of the school children using fire exits as entrances was causing damage to the hall floor.
The cost of resealing the hall floor in August 2005 was £3,800 and it was re-done in April 2006 so that it appears in the 2006-7 recharge by ESCC. WCA funds are still under significant pressure as running costs increase and we now contribute to the two halls.
The Westfield Down project will provide new sports and recreation facilities at the north end of the village opposite the Parish Field. The project, led by the Sports Association, is progressing. John Crisford and Sue France are the first contacts for this project. Roger Carrier is doing a great deal of the organisation behind the scenes. This year should see detailed plans being presented to the Parish Council who will play a major part as sponsor of the contracts for this work. The WCA will be more active in fund raising for the facilities that we intend to provide for the community.

2006 was a very busy year for the Friendship Club with several new members.
Outings varied from lunch at the Channel Heights Restaurant in March to visiting Devonshire Park Theatre to see Aladdin. We had an exceptionally happy time when we went to Lathe Barn, Burmarsh, for a lunch in the autumn followed by a shopping spree at Jempsons, Peasmarsh on the way home.
Our annual holiday was at Weston-Super-Mare, where the weather was amazing and the highlight was a day at Bath including a tour in the coach with a Blue Badge guide.
Arrangements have been made for our 2007 holiday at Llandrindod Wells.
We are enjoying another year of meeting together playing whist and bingo with our friends and enjoying a cup of tea with biscuits on relaxing Monday afternoons.

- Singing, Drama <& Dance for children aged 5-16yrs
Theatre Sense opened its doors on Saturday 7th January 2006 starting with 6 children. Since then we have gone from strength to strength.
In July 2006 we put on a Summer Showcase in aid of the Westfield Community Association, raising just over £500. This gave the children a chance to perform on stage to a packed audience - the first time that many of them had been on a stage. They were very excited and were greeted with a standing ovation at the end.
Due to the success of our Westfield Branch, we set up a second branch in September 2006 based in Little Common. This is steadily increasing in pupil membership. Westfield now has just over 50 pupils and Little Common has 20 pupils.
On the weekend of Saturday 31st March and Sunday 1st April 2007, Theatre Sense held its Easter Event with the raffle in aid of Bluebell Ridge Cattery and St Michaels Hospfce. This was a joint venture between both the Westfield and Little Common groups, giving the pupils from each branch the opportunity to work with new people and perform at different venues (Westfield Community Hall and Little Common Community Centre). The raffle raised a total of £160.00 (£80 each for the charities).
Demand within Westfield and Rother District generally has led to a taster morning being held at Hurst Green Village Hall with over 25 children turning up in total. This new branch will open for its first term in Hurst 6reen starting on Saturday 5th May 2007.

Westfield Art Group Report - Spring 2007
'Painting for Pleasure'
2007 moves on apace, with the Group producing pictures in a variety of media. Some like to attempt the 'still life' displayed each week, the subjects ranging from iris in jugs and a laundry basket, to sardines on a plate; while others tackle their individual projects, with helpful advice from our tutor.
There are a few new faces present, while some old friends are taking a break. The number remains around 15; also remaining is the convivial and light-hearted atmosphere, so we learn and laugh at the same time.
An invitation has been received for a painting day at the Kent & East Sussex Railway in early June, which should prove to be an interesting day out - watch this space!
The season of 2006 was again a most enjoyable and successful one. Our members, playing and social, also enjoyed a varied programme of events in the winter months. With the promise of three or four new members this season, we are looking forward to the start with our usual expectations again,

Westfield Community Lunch Club
This club is for those over 55 years old and for the disabled of the Parish. We meet in the Parish Hall, once a month on a Friday, usually the third Friday, at 12:30 for 1p.m. sitting. The cost is £3.00 each.
We have a special lunch for Easter and one for Christmas plus a lunch outing in August.
Barbara Nunn is our Cook-Co-ordinator and we have an excellent team of volunteer helpers in the kitchen who help to serve the dinners and do the washing up.
There is always room for more to join us.

Westfield Community Newsletter
Another four issues were produced in 2006. Thanks to contributors and the many local businesses for their advertisements, the end result is a pot luck reflecting a small part of activities in Westfield. The Parish Council's Window on Westfield is included. An appeal for help only resulted in a couple of people realizing that contributions, interesting and relevant to Westfield, should be submitted before the due date. Dates are always published on Page 3 of the Newsletter.
Janet Colverts assistance receiving email articles and putting them on disk, contacting various people for information etc. has been an insight for her in the work involved. Louiza Tryphonos volunteered help and produced an article on the Sussex Air Ambulance. John Barnett and Lesley Morris have also submitted useful contributions. Printing takes four to five hours on the Church's machine. This was bought knowing that the Newsletter would be the biggest job, which helps them and us. It is available for anybody requiring photocopying in bulk at a reasonable price.
The rest of the production is still an onerous task, not helped by our domestic situation as moving large piles of paper are awkward, but the advantage of this method is quality control in the end product. Distribution on the whole runs smoothly, thanks to a large number of volunteers, but the required number of newsletters need to be delivered to them.
In the National Parish Magazine Awards for 2006 the Westfield Community Newsletter was placed thirty-second, out of an increased number of entries.

Re: Westfield Cricket Club - Season 2006
Westfield Cricket Club enjoyed season 2006 and managed to win more games than they lost.
Eighteen year old Clive Tong managed to average over 94 runs per innings for the season, whilst veteran Dave Legg averaged 53 runs per innings to collect the Runners up trophy.
Club find of the year, John Brooks took the bowling award when taking 24 wickets at just 14.13 runs each. Paul 'Nobby' Worthington chased him to collect the Runners up award taking 10 wickets for 20 runs each.
Overall, the Club had a very enjoyable season playing most of the games at home and visiting the 'Old Courthouse' for after match refreshments.
The club is always on the look-out for new members; especially playing members. Anybody interested - please contact Dave Legg or Dave Thomas on 752003 or 754748.
The 2007 season starts on April 15th with a 1.30 pm start. Hope to see you all at the cricket.

In March 2006, at the beginning of a new year, there were three hundred and ten people supporting the WCA by entering the draw. The application forms are inserted in the February edition of the WCA Newsletter for completion, though £10 with a name and address is sufficient. The draw takes place on the last Friday monthly and winners are notified. Thanks to Richard and Tracy at Westfield News for their assistance monthly and on the annual collection for renewals and new members. Seventy-three numbers were drawn for prizes in the last twelve months leaving a few disappointed members.

The club currently has fourteen teams playing.
As we have now come to the end of the 2006/07 season we will celebrate with an end of season Presentation Night at Venue M on 12th May
Friendly matches will start again at the end of July.
The first team play in the Sussex County League Div 2 and after a draw in their last game against Peacehaven they have finished third in the league.
The Reserves play in the Sussex County Reserve East Division and they have also finished the season in third position.
The Third team still have a couple of games in hand before their final position is known.
As many of you will know our teams play on the Parish Field and at Bulverhythe, with the Youth section using the Parish Field and Westfield School. Training also takes place on various nights of the week at the same venues along with runs along the seafront for the adult section.
The Youth section has had some success this year with the Under 18s winning their league. Congratulations go to Matt and his Under 14s who finished a good season by winning the Rother League Cup.
The Under 13s have had a below average season, the Under 12s have finished midway in their League after a good season.
The Under 11s under the guidance of Steve and Barry won their league by beating Sedlescombe in their last game of the season.
The Under 10 Panthers are runners up in their Mini Minor League. The Under 8s with Matt remain unbeaten for two seasons now and the Under 8s with Rod are a good all round team finishing midway in their League. The Under 7s have had a reasonable start in their first season and our Under 6s have been training well and are all ready to start their matches next season when they go up to the Under 7s.
Along with the playing of matches the Committee have been working hard to raise funds , we have had Quiz nights, Race nights, Karaoke nights. We have a club tea bar and Licensed Bar which they all man, the club can be hired for outside bars also, several of which we have done this year, usually in the Westfield Community Hall.
Other funds were also raised by Steve Johnson and Barry and Karen Paine who all ran in the Hastings Half Marathon on behalf of the club.
The club is very much looking forward to the possibility of moving to a new ground and have a Development Fund now running alongside the day-to-day account. Many of the fundraising events have a double purpose to them, to raise funds for both uses. We are meeting with the Youth section on a more regular basis to make sure the club is ready as a whole to undertake all the hard work the future project entails.
The club is working towards gaining the FA Charter Mark, paperwork for which is now with the Sussex County FA.
The Committee also work very hard to maintain the Parish Field and club buildings. This is often a thankless task due to the damage done by mindless people, driving vehicles on the field, smashing windows, kicking in doors, breaking off drainpipes, burning and cutting of the netting, peeling off of flat roof felt and litter dropped all over the field and children breaking through hedges to retrieve their balls from neighbouring gardens.
The club has suffered two sad loses this season, one of our young players Graham Kempster, whose family allowed any donations in his memory to benefit the club and our treasured litter picker Eddie. Both greatly missed.
Finally as this report is being written we are all working at our major fund-raiser of each year, the Westfield Football Tournament, which is played over five days at The Parish Field. They are days that are enjoyed by many players who are local and from further a field and also many spectators as well as many of the youngsters of the village who make it a very social occasion.
We now have a very good website www.westfieldfc.co.uk, thanks to Jamie Podmore, a player and recent addition to the Committee.
Westfield Horticultural Society
2006 was a very good year for the Society, with two successful shows and two enjoyable outings to Wisley and Wakehurst Place.
The shows are always very lively events with many visitors coming to see the exhibits, buy plants and produce, have a go on the tombola and raffle and to enjoy tea, cake and a chat with friends in the refreshment area. The local Beekeeping Association's Honey Show was again held in the hall during our Autumn Show.
The Society's AGM in October was reasonably well attended, with social time and 'drinks and nibbles' after the meeting.
Outings in 2007 are Borde Hill, near Haywards Heath, in April and Wisley for their Summer Flower Show on 22nd August. With an ever increasing membership, an enthusiastic committee and some new ideas for the shows, we trust 2007 will be another good year.

The major event of the year was the Flower Festival over our Patronal Weekend. As well as the magnificent displays of flowers in the church depicting the Church's Year, there was also a Family History event in the Parish Hall, where people were able to look at a wide range of resources for researching their ancestors, while enjoying excellent refreshments. Many thanks go to everyone who worked hard to make this weekend a success.
Major work took place in the Parish Hall, with the demolition of the old stage and the provision of extra storage facilities. This has proved a great success.
The Monday Club after school club in the Community Hall was discontinued in the summer, but in response to the enthusiasm of some of its members a new club was started on Monday evenings in the Parish Hall. This has catered for a smaller group of 10 to 14 year olds, who are very keen to continue.
A new Midweek Study Group has been looking at a series of short courses. This is a popular approach and new members are welcome for each new course.
We enjoyed a visit from Sena and Jane Ounate-Lare and their family during June. Sena spoke at two morning services about their work of building up the church in their remote town of Dapaong in Togo, West Africa, and we were all able to enjoy a relaxed lunch in the Vicarage garden.
A service on All Souls Day (2 November), giving thanks for the lives of family and friends who have died in recent years, attracted a large number of people. Daffodil bulbs were blessed and later planted in the churchyard.
Westfield is a Fairtrade Church, and in October we held a Fairtrade and Local Produce Market. This was well supported and the stallholders were delighted with the results.
Sunbeams, the weekly group for parents, carers and toddlers, continues to prove immensely popular and provides an enjoyable afternoon for all. The enlarged space and extra storage in the Hall has been a great help.
We are still looking into a scheme to install fixed floodlighting units outside the church. This would give the opportunity to highlight the church at times other than Christmas. We have made arrangements for the long overdue redecoration of the inside of the church to take place this spring.

The Friends of Westfield Parish Church

The events held during the year began with the Coffee Morning on Bank Holiday 1st May. This was held in the Parish Hall where the extra space provided by the removal of the stage was much appreciated.
Towards the end of June the Friends assisted with the Patronal and Flower Festival. Refreshments were served in the Hall where a bookstall was kindly provided by the Hastings Family History Society. Facilities were also available to search the church's registers which have been filmed and transferred onto computer.
Fortunately the weather was favourable for the Strawberry Tea held on 16 July at church Place Farm by kind permission of Mr & Mrs M Muth. The AGM followed on 16 November but the number attending was disappointingly low. The Christmas Fayre on 2 December was a success as usual and people enjoyed visiting the various stalls and having a cup of tea together.
During the year the Friends were able to donate £10,000 to the PCC towards the cost of the quinquennial repairs and the provision of a lightning conductor. As the funds are now rather depleted the Friends will be working hard to raise more money.
Fred Wheeler who has been Treasurer of the Friends since the early days has now retired and his place has been taken by Liesha McNamara. Sadly during the year committee member Terry Hayes died suddenly but his wife Diana continues as a member.
The Friends arranged for the re-printing of the booklet "Drawn Together" by the previous vicar of St John's Church the Reverend Edwin Wilkinson and copies are now for sale. The excellent illustrations are of the various churches in the Rye Deanery, including Westfield (see above)

Our Parish Hall continues to be a lively centre for many daily and weekly activities, being used by the youngest babe in arms to our more senior residents on a regular basis. It is also a very pleasant and well equipped hall for parties and special events.
The Committee has sought to maintain an awareness of the needs of our users and to this end has during the past year provided extra storage areas, and in demolishing the old and dilapidated stage has created a larger, lighter, more airy hall. These improvements have been welcomed as a real benefit to all users. Our very grateful thanks are due to Westfield Parish Council, Rother District Council and Action in Rural Sussex for providing the financial means to accomplish these alterations, and to the generosity of Mr. Terry Knight for helping us to overcome the problems and for doing such an excellent job.
The Whist Drive has very kindly donated 50% of the cost of some new tables and Mr. and Mrs. Brian Collins have also kindly helped with the purchasing of new china for the kitchen.
We now have in mind the redecoration of the front hall and Mrs. Barbara Nunn has offered to organise a Coffee Morning on Saturday 9th June, 10am, which we hope you will all support! We look forward to welcoming you on that day!

We have had a busy year at playgroup. Our outing this year was to the Rare Breeds Centre at Hornchurch. This was our first visit and everyone enjoyed their day so much that we are be going
back this year.
The children have enjoyed meeting visitors to the group from the Library Service, School Nurse Service and the Firemen from The Ridge Fire Station; the rising 5s also visited the Firemen at the station.
The Playgroup also took part in the Love in a Box scheme for the first time this year and we held a very successful Nativity Play where the children acted and sang the traditional and some new songs brilliantly.
With the help of the committee, parents and grandparents we also raised over £300.00 for the playgroup funds.
During the Spring term we had a visit from the Blue Cross who told us all about looking after our pets. We also had our Easter Bonnet Parade with a fantastic display of hats all made at home and worn on the day.
We are now looking forward to the Summer term, and enjoying being outside as much as possible in the garden.
We currently have a membership of about 50 young people aged from 6 to 15 years. We have a very small team of 5 warranted Leaders who work very hard to provide varied and interesting activities for the youngsters. We are urgently seeking a Scout Leader and Assistant Scout Leader and it is feared the Troop may have to close later in the year if help is not found fairly soon.
We have had a mixed year of fund raising. The ever popular Jumble Sales being the mainstay of financing running of the Scout Hut. We also had a very successful and very enjoyable Duck Race making a profit of around £100. It is a fun event with most of the youngsters getting very wet! We held a Quiz evening and Beetle Drive which again were good entertainment and both made a small profit but the support from parents was very disappointing.
The Group were very well represented at the village Remembrance Service with youngsters taking the collection, doing readings and lighting the candles. We also manned the first drinks station for the Hastings Half Marathon and this year the weather was fantastic. We joined in the District St. Georges Day Parade and service in Hastings and had members of the Group taking part in the District Gang Show at the White Rock Theatre. The Cubs took part in the District Football tournament and we are pleased to say were runners up.
We had a local Group Camp in the village May Bank holiday weekend and a summer camp at Downe, Nr. Biggin Hill which was very successful. We joined the Buzy Bee camp at Bushey Wood, Nr. Hailsham and two teams of Cubs took part in the activities and challenges, gaining points. We were delighted that one of the teams one the whole competition and the other won the "design a flag" competition. There were in total 972 Cubs at this camp so we did well.
2007 is the Centenary of Scouting and there are many events nationally and locally and we will be taking part in as many as we can with the leadership problem we have. 7 youngsters and 4 Leaders are going to the County Summer Jamboree in the summer at Martlets, Laughton and this should be a very good camp.
A sailing weekend at Bewl Water was much enjoyed by 2 scouts and 3 leaders and a scout took part in a canoeing weekend on the Rother.
We are hoping to step up the fund raising during the next year as the proposed development of Westfield Down seems to be proceeding and we are hopeful of making our new premises part of the project. We look forward to support throughout the Group especially but also within the village.

Another really busy year at the school building on the firm foundations of previous years.
The Key Stage 1 SATs results were good.
Maths 96% level 2 and above, Reading 86% level 2 and above, Writing 93% level 2 and above. In Key Stage 2 the results achieved put the school at the top compared to all local schools. Maths 93% level 4 and above, English 93% level 4 and above Science 100 % level 4 and above.
These results were due to the hard work and dedication cf all teachers, support staff, children and parents.
During the year the school had visits from the School's Advisory Service to evaluate how well the school's policy and practice secures good quality learning and teaching. The visits concluded that the school has high and improving standards according to its context and the climate for learning is positive and the school is committed to change and improvement. These judgements were confirmed in June when the school had an Ofsted Inspection (see report)
During the year the school managed to have a number of changes of staff, but the leavers have been replaced by high quality personnel who will ensure all children continue to receive high quality teaching and support.

– Westfield Down Project – providing football, cricket, scouts and recreational facilities for the parish plus new housing
It is intended to build a senior football pitch and a mini-pitch at the northern end of the site. The pavilion will serve football as well as cricket and a new scout hall will also be built, either as part of the pavilion complex or separately. Between the pitches and the housing estate there will be a considerable area set aside for the development of play facilities for children, along with tree planting and sympathetic landscaping. This development can only be built if the housing project proceeds and if sufficient funds can be raised to supplement Football Association grant and the development gain from the housing site.
The year 2006 was immensely frustrating because of the 6 month delay caused by the need for the County Council to consider whether or not to build an Adult Services building on their land at The Down. In the event, planning and other problems prevented the project from proceeding and so we are back to square one. On the back of that, I am pleased to report that in January the County Council formally released their land at The Down for disposal and development. The two land owners have now agreed a way forward and have appointed agents who are tasked with the job of selecting a developer to take the housing development forward.
Originally, it had been expected that a joint outline planning application would be made. But the land owners prefer to move straight to a detailed application, which the developer will be expected to handle, and which will incorporate the pitches, pavilion and recreation area proposals. It is difficult to be precise over timescales, but hopefully a developer will be selected quite soon; a detailed planning application made by the end of summer; and planning approval received by the year end.
The decision to move straight to a detailed planning application gave us a problem, because we need to divert the footpaths, which cross the site and we need to make early progress rather than wait until detailed planning approval has been obtained. So a Change of Use application has been made for the sports and recreation areas, and after receipt of approval, we will be able to initiate the footpath diversion process, which will hopefully run alongside the developer’s work on the detailed planning application. Hopefully, the Change of Use application will be approved by the end of April.
I had a very useful meeting with the County Council’s footpath officer and he has provisionally agreed the alternative footpath provision. We envisage a path running down the hedge line by the A28 until it intersects with the new access road. The route would then use the footways in an east/west direction, with a new path providing the link from the road to the 1066 footpath, which is not affected by the development proposals. These proposals will, of course, be tested through the formal footpath diversion process, which will involve public consultation.
The recreation area within the Down project will be landscaped and is being designed by professionals to ensure a pleasant, natural informal area. There will be planting of trees and shrubs, moulding of mounds and dips and use of natural resources such as rocks. The play equipment will be incorporated into the design and will cater for all age groups. Picnic tables and benches will be provided.
On the financial side of life, I have spent considerable time researching ways and means of legally avoiding VAT on the construction costs of the pitches, pavilion and scout hall in an attempt to save over £190,000. I am pleased to say that the research is going well but I have yet to resolve the VAT position in relation to the Football Association grant for the senior pitch. It is clear that the Parish Council will need to take the lead role in the construction process if VAT is to be recovered to maximum effect. However, the scout hall will be exempt, as long as certain conditions are complied with, and so it could be built by the Scouts. A full report will be made to the Parish Council in the near future.
Key matters for 2007 are:-
• Selection of a developer for the housing development by the land owners.
• Application for a Footpath Diversion Order.
• Submission and approval of detailed planning application for the entire site, including the vital negotiations over the Section 106 Agreement.
• Development of the Business Plan by the Football Club and further negotiations with the Sussex County F.A. and the F.A.
• Discussions with Rother Homes over the existing scout hut site.
• Fund raising.

The courts, owned by the Parish were formed in 1986 as an amenity to the residents of Westfield Village and surrounding areas and have continued to function successfully since that date.
The courts, situated behind the Bowls Club and approached via the path opposite the Church have two all weather macadam surfaces and a clubhouse with facilities.(members only.)
Club playing times are: Tuesday noon – dusk; Wednesday 9.00am till noon; Thursday & Sunday- 9.00am-dusk.
Tennis balls and keys are provided for members. Annual subscription is £30.00 per single adult and £50.00 per family (children U18)

I am happy to report that our membership this year totals
54, which continues to be make Westfield one of the largest Institutes in South East England.
In the past year , we have had 11 meetings and have been fortunate enough to have had some excellent speakers. Two of the most outstanding were Mr.Rumsey Dawson on Wildlife of East Sussex, (quite a lot of you know (Mr Rumsey Dawson from Discovery Days). The second speaker being Mr McKenna who gave a most interesting talk on Lesnes Abbey..
In November last we had another fashion show in Westfield sponsored by Debenhams of Hastings. In addition to being a most enjoyable afternoon we were able to make a donation to St.Michael's Hospice.
Xmas party went with a swing, thanks to the delicious tea and some light hearted entertainment from the Drama group. This was followed in February by our annual lunch which was held again at the Royal Victoria Hotel, at which over 40 of our members attended.
We have had two half day outings this year, one to Pashley Manor -which despite the rain was a really delightful trip. .It was disappointing that our coach was only half full, and it is possible that next year we might think about combining with another institute. Our second outing was to the bakery at Jempsons, followed by a cream tea. It was an instructive and fun afternoon, thanks to our friendly baker called Arthur.
In July we had a sing-along afternoon, organised and conducted by Carole Paige. In addition several of our members attended the County Show at Hurstmonceux. Barbara Graham and Dorothy West were asked to make an Elizabethan flower arrangement, which was a great success.
In August our lunch was held in the gardens of Shirley & Mick Muth's home A really delightful setting. The sun shone wonderfully, the food was fantastic and the bar, as usual, superb. Our grateful thanks to Shirley and Mick for being such excellent hosts.
